How to actually rank manufacturing countries

Most best-country lists rank on a single axis, usually price, which is why they mislead. A country that is best for a retailer ordering fifty thousand t-shirts is often the worst choice for a brand launching five hundred jackets. The useful ranking method is to define your order profile first: units per style, target retail price, destination market and how fast you need to react to demand.

Below, we rank the major sourcing countries against the four most common order profiles. We operate a manufacturing network in Turkey, so read our verdicts knowing that, but the rankings hold up against how experienced sourcing managers actually allocate orders.

Use case 1: high-volume basics at the lowest price

Winner: Bangladesh, with China close behind. For long runs of t-shirts, polos, underwear and simple knitwear in the tens of thousands of units, Bangladesh's labour costs make it the global price benchmark, and its big factories are engineered for exactly this work. China matches it closely and pulls ahead when the product involves synthetics or more complex construction at scale.

The trade-offs: minimums at reputable factories often run 3,000-5,000 pieces or more, sea freight to Europe takes four to six weeks, and everything must be planned months ahead. Turkey does not win this use case and should not be sold as if it does; its costs are simply higher than South Asia's, and volume buyers know it.

Use case 2: luxury and provenance-driven product

Winner: Italy, without serious competition. For tailoring, luxury wool, leather and pieces whose retail price includes the provenance story, Made in Italy delivers both genuine craftsmanship and pricing power at retail. Portugal takes second place for premium contemporary product with an EU-made story at somewhat lower cost.

The trade-offs: Italy carries the highest unit costs in this guide, high effective minimum spend, and slow atelier calendars; small brands can struggle to get workshop attention at all. Turkey serves premium contemporary brands well, but at true luxury level it is not the answer, and we say so plainly on our Turkey vs Italy page.

Use case 3: premium small runs for European brands

Winners: Portugal and Turkey, and the choice between them is genuinely close. Portugal offers the EU-made label and a deep premium knit culture, at higher prices and with capacity queues at the best factories. Turkey offers lower unit costs at comparable quality in most categories, MOQs from around 300 pieces, larger capacity and faster onboarding, with duty-free EU access under the Customs Union.

A fair tiebreak: if the EU-made label is part of what your customer pays for and you can plan around factory queues, choose Portugal. If unit economics, capacity and speed of getting started weigh more, choose Turkey. Many premium brands run both.

Use case 4: fast fashion and reactive mid-size runs for the EU and UK

Winner: Turkey, and this is the use case where its advantages compound rather than merely add up. Sampling in 1-2 weeks, bulk production in 4-6 weeks, road freight to most of Europe in 3-7 days, mid MOQs from around 300 pieces, and a vertical fabric base in Bursa and Denizli that shortens development loops. For brands that reorder what sells while it is still selling, no distant country can structurally match that cycle.

The honest caveats: Turkey is not the cheapest option in this guide, capacity tightens in peak season so booking early matters, and currency volatility means quotes are confirmed rather than assumed. Pakistan deserves a mention in this bracket for value denim and knitwear, where its mills are world class, though sea freight of three to five weeks limits its reactivity for European brands.

Building a portfolio instead of picking one country

Mature brands rarely source from a single country. A common structure places predictable volume in Bangladesh or China, speed-sensitive and fashion product in Turkey, and a small premium or luxury capsule in Portugal or Italy. Each country then does the work it is structurally best at, and no single point of failure can stop the whole range.
